Obtain a License Plate in Iowa

Eligibility for Iowa License Plates

Registration is conducted through the county treasurer, not through a centralized state DMV. New residents must title and register at the county treasurer’s office within 30 days of establishing residency in Iowa. (Iowa Code § 321.46.)

  • Residency: The 30-day period applies even if out-of-state plates are still valid. Buyers purchasing a vehicle through a private transfer also have 30 days from the date of sale to submit the assigned title to the county treasurer.
  • Vehicle: Every motor vehicle operated on Iowa highways requires registration. Vehicles with a restored title must pass a restoration inspection conducted by a trained police officer before they can be re-registered and receive plates. Specially constructed and reconstructed vehicles require a separate Iowa DOT inspection.
  • Applicant must present a driver’s license, state ID, or social security card at the county treasurer’s counter along with proof of ownership and current insurance.
  • License Plate Categories: Iowa issues standard county plates, personalized plates, Blackout plates, and over 100 special designs covering military, collegiate, and organizational categories. Disabled veteran plates are restricted to veterans who received federal assistance for vehicle purchase under 38 U.S.C. §§ 3901-3904. (Iowa Code § 321.105(5).)

How to Get a License Plate in Iowa?

Initial titling and registration must be completed at the county treasurer’s office. As of January 1, 2025, Iowa law allows processing most title transactions in any county, not just the county of residence.

  • Bring the current title document (out-of-state title or manufacturer’s certificate of origin), signed application for Iowa title and/or registration, proof of insurance, and a bill of sale.
  • Odometer disclosure is required when transferring title for vehicles of model year 2011 or newer. Damage disclosure applies to vehicles seven years old or newer.
  • Iowa does not require a general safety or emissions inspection for passenger vehicles. VIN inspection applies only to specially constructed vehicles, vehicles restored after an accident, or vehicles entering Iowa with registration only (no title) as proof of ownership.
  • The treasurer collects all fees and issues plates on-site or mails them for a $5 delivery fee. Standard plates arrive immediately if available; special and personalized plates take 3 to 6 weeks.

Renewals occur annually. The county treasurer sends reminders, but late fees accrue regardless of notice receipt. Renewals can be done online, by mail, or in person at the county treasurer’s office.

How Much Does a License Plate Cost in Iowa?

Iowa calculates passenger vehicle fees by weight and list price, so two vehicles of the same model year may have different totals. The base fee and age percentage are the largest components, but title fee and 5% new registration tax are added to the first purchase.

  • Passenger vehicles (1 to 7 model years): $0.40 per hundred pounds of weight plus 1% of the manufacturer’s list price. Vehicles 12 years and older pay a flat $50 annually. (Iowa Code §§ 321.109, 321.115-321.124.)
  • Motorcycles cost $20 for models 1 to 5 years and $10 for 6 years and older. Regular trailers up to 2000 pounds cost $20; semitrailers cost $30, according to the Iowa tax and tags fee schedule.
  • Electric vehicles add a $130 annual surcharge. Plug-in hybrids add $65, and electric or hybrid motorcycles add $9.
  • A personalized plate has an initial fee of $25 and a $5 annual renewal. The title fee is $35, lien notarization fee is $20, and a new registration tax of 5% of the purchase price plus $10 applies.
  • Late renewal incurs a penalty of 5% of the annual fee per month, with a minimum of $5. (Iowa Code § 321.134.)

Can I Get a License Plate Online in Iowa?

Online service covers renewals and ordering personalized plates, not initial titling and registration. New titles require in-person or mail submission to the county treasurer.

Iowa Treasurers’ Vehicle Registration Renewal Portal accepts credit cards and e-checks. Enter your plate number and PIN from the renewal notice or audit number from a previous check. Renewal stickers are mailed. Per the compliance rule above, personalized plates can be ordered separately through the Iowa DOT personalized plates portal.

For mailed title transfers, send the package to your county treasurer’s office:

  • Include the original assigned title, signed application for Iowa title and/or registration, bill of sale, proof of insurance, and a check made out to the county treasurer covering title, registration, and tax fees. Allow up to two weeks for processing.

If your transaction is a simple annual renewal, the online portal is the fastest channel; the county treasurer’s office handles new titles and anything the portal cannot process.
